On her first official trip to Washington, DC, Secretary of the Interior Olga Sánchez Cordero offered a public address on Mexico’s new approach to migration policy at the MPI.
Under the new administration of Mexican President Andrés Manuel López Obrador, Mexico is adopting a new approach to addressing migration flows, including efforts to issue work and humanitarian visas that allow Central American immigrants to stay in Mexico for periods of time, as well as strengthening the country’s asylum system. Secretary Sánchez Cordero discussed these and other steps the López Obrador administration is undertaking as Mexican migration to the United States has slowed, while movement from Central America to and through Mexico has increased in recent years.
The discussion at this event was mostly conducted in Spanish, and this version is the simultaneous English interpretation.

Huyendo de una economía colapsada, severa escasez de alimentos y medicinas, así como conflictos políticos, más de 3 millones de venezolanos se encuentran viviendo fuera de su país, lo que los convierte en uno de los flujos migratorios y de refugiados más grandes y de mayor velocidad en cualquier región del mundo. Alrededor de 80 por ciento de los venezolanos que dejaron el país se han establecido en otros países de la región. Aunque algunos países latinoamericanos ya habían construido sistemas migratorios que podían manejar un flujo de esta escala, la mayoría de los gobiernos han tenido que improvisar para crear marcos legales que permitan la entrada y presencia de estos migrantes en su país, así como su acceso al mercado laboral, la educación y los servicios de salud.
Sin que se vislumbre el fin de la crisis económica y política que ha derivado en este flujo de personas, y con estimaciones de que hasta 5.4 millones de venezolanos podrían encontrarse viviendo fuera de su país hacia finales de 2019, los gobiernos en América Latina ahora enfrentan el reto de pasar de una planeación ad-hoc para esta población a una de largo plazo, así como de integrarlos en los mercados laborales y comunidades de acogida. 
Convocamos un seminario en línea (webinar) en español en ocasión del lanzamiento del informe, Creatividad dentro de la crisis: opciones legales para inmigrantes venezolanos en América Latina, preparado por MPI y la Dirección de Inclusión Social de la Organización de Estados Americanos, que describe donde se han asentado los migrantes venezolanos; las medidas que han utilizado los gobiernos latinoamericanos para regularizar el estatus legal de estos migrantes; y los esfuerzos por integrar a los recién llegados en sus nuevas comunidades de residencia.
Los expertos que participaron también tocaron algunas de las lecciones que los países latinoamericanos pueden ofrecer a otros países alrededor del mundo respecto al manejo de flujos masivos de migrantes y refugiados, en un momento en que los gobiernos latinoamericanos se encuentran innovando nuevas políticas y procedimientos para el manejo de temas migratorios.

Fleeing a rapidly collapsing economy, severe food and medical shortages, and political strife, more than 3 million Venezuelans are living outside of their country, making this one of the largest and fastest outflows anywhere in the world. Approximately 80 percent of these migrants and refugees have settled in Latin America. While a few countries in the region have immigration systems built to manage movement on this scale, most have improvised to create legal frameworks in an effort to maintain an open door. 
With no end in sight to the crisis that has spurred this movement, and projections that as many as 5.4 million Venezuelans may be living abroad by the end of 2019, governments in Latin America now face the challenge of transitioning from ad hoc responses to long-term planning for this population while also dealing with the continued strain of so many arrivals in such a short period. 
This event features the release of an MPI-OAS Department of Social Inclusion report, "Creativity amid Crisis: Legal Pathways for Venezuelan Migrants in Latin America". Report authors Andrew Selee and Jessica Bolter from MPI and Miryam Hazan and Betilde Muñoz-Pogossian from the Organization of American States, discussed findings from the report shedding light on where Venezuelan migrants have settled; the creative responses and legal pathways to residence and integration that countries in the region have provided; what national and international legal frameworks apply to this population; and the challenges and opportunities host countries are facing related to admission, legal status, public services, and planning for the long-term integration of Venezuelans. They were joined by MPI fellow and former International Organization for Migration in Colombia official Diego Chaves, and Center for Justice and International Law Program Director Francisco Quintana, joined the authors in a discussion of how the Colombian government is handling the influx of Venezuelans, the dangers the Venezuelan migrants face in their journey, the growing backlash in some countries and steps needed to address this, asylum access, and other issues identified as critical to address by civil society groups.

The highly politicized debate over a U.S.-Mexico border wall and intense focus on Central American caravans traveling across Mexico have elevated tensions about the best methods to manage regional migration while providing humanitarian protection to those who qualify. The composition of regional migration flows has changed significantly during the past five years, with U.S. apprehensions of migrants from the Northern Triangle countries of Central America (El Salvador, Guatemala, and Honduras) at the U.S.-Mexico border typically outpacing those of Mexican migrants, and migration shifting from predominantly single males to families and unaccompanied children. The Trump administration’s increasing arrests and removals of Mexicans and Central Americans who have lived illegally in the United States for years and its decision to terminate Temporary Protected Status (TPS) for Salvadorans and Hondurans are putting pressure on home-country governments to expand reception and reintegration service capacity.
This Migration Policy Institute (MPI) webinar focuses on reception and reintegration services for returning migrants, along with the heightened pressure policymakers in Mexico and Central America are facing to design systems and programs that support both returnees and the communities in which they settle. Authors of a year-long study of reception and reintegration services in Mexico and the Northern Triangle discuss the findings of their fieldwork. They focus on the differing reintegration needs of individual migrant groups, promising reception and reintegration programs, and ongoing challenges for origin communities in welcoming returnees. They also unveil short- and long-term policy recommendations to improve reintegration strategies, with the goal that successful reception and reintegration will reduce migration flows from Central America and Mexico.

In recent years, more than 3 million Venezuelans have fled in response to the deepening political and economic crisis in their country, becoming one of the largest and fastest outflows anywhere in the world. More than 80 percent of these migrants and refugees have settled in other Latin American countries or in the Caribbean. For the most part, countries in the region have opened their doors to the Venezuelans, finding creative ways to incorporate them into local economies and societies by regularizing their status and giving them access to public services. Still, this generous welcome is being tested amid growing recognition these arrivals will be more than short-term guests.
In this webinar, Felipe Muñoz, Advisor to the President of Colombia for the Colombian-Venezuelan Border; Francisco Carrión Mena, Ambassador of Ecuador to the United States; and Frieda Roxana Del Águila Tuesta, Superintendent of Peru's Migration Agency—representatives from the governments of Colombia, Ecuador, and Peru, which are home to more than half of the Venezuelan migrants and refugees—discussed their countries' responses to the sudden arrival of hundreds of thousands of newcomers. Andrew Selee, MPI's President, and Feline Freier, Professor of political science at Universidad del Pacífico in Peru, talked on the broader trend across the region and the prospects for future policy responses.

The international migrant population includes some of the most vulnerable people in the world, including unaccompanied children and children in detention. Yet these children are often invisible in data and in many places denied entry into schools, while they are often the ones most in need of the safe haven, stability, and path to a brighter future that education can provide.
Marking the U.S. release of the 2019 Global Education Monitoring (GEM) Report, this event convened by the Migration Policy Institute (MPI) and the GEM Report includes a presentation of the report that focuses mainly on migration and displacement in its continued assessment of progress towards Sustainable Development Goal 4 (SDG 4) on education, as well as other related education targets in the SDG agenda. This global study presents evidence on the implications of different types of migration and displacement for education and how reforming curricula, pedagogy, and teacher preparation can impact attitudes toward diversity. The report analyzes the challenges to effective humanitarian financing for education and makes the case for investing in the education of children whose parents migrate for work, in countries with high rates of emigration and those seeing high rates of immigration, and in short-term refugee emergencies and in protracted crises. It also offers recommendations that advance the aims of SDG 4.
Drawing on the experience of the United States, the discussion looks at different ways education policymakers, teachers, and civil society have responded to the educational needs of migrants and how to address the legal, administrative, or linguistic barriers that sometimes inhibit children from participating meaningfully and equally in education programs. Speakers--including the 2018 Teacher of the Year Mandy Manning; Refugee Council USA's Director Mary Giovagnoli; former U.S. Department of Health and Human Services Deputy Assistant Secretary for Early Childhood Development Joan Lombardi; and Priyadarshani Joshi from the GEM Report--highlighted the centrality of education for the process of inclusion and reflect on the capacity of education systems to serve children and youth from migrant backgrounds. The discussion moderated by MPI's Margie McHugh explored possible solutions, and offered fresh ideas on how to ensure that education addresses diversity in and outside the classroom.

In December 2018 in Marrakech, UN Member States are scheduled to adopt the Global Compact for Safe, Orderly, and Regular Migration. Among the compact’s many groundbreaking ambitions is a commitment to facilitate the return, readmission, and reintegration of migrants that recognizes the priorities of both origin and destination countries. Implementing this commitment may, however, prove extremely challenging.
Migrant returns take place along a spectrum ranging from wholly voluntary—at times even solicited by countries of origin—to compulsory or, at the extreme, physically forced. The ways in which returns are carried out vary widely, from individualized legal proceedings with due process and reintegration support, to coercive mass returns with no legal or humanitarian safeguards.
This webinar examines the policies, practices, and contextual factors that make compulsory returns such a difficult issue for international cooperation, and the programs that are being implemented to make reintegration of returnees sustainable. Speakers explore the competing perspectives migration policymakers must attempt to reconcile when considering returns—from the rule of law to humanitarian, development, security, and stability concerns. With all eyes turning towards the challenges of compact implementation, speakers discuss the possibility for international cooperation on returns and how reintegration assistance and development cooperation can mitigate shocks to often-fragile communities of origin, add positive incentives for return, and ameliorate the conditions at origin that motivate people to migrate.
The discussion draws on an MPI policy brief that explores the policy frameworks of return and the role of reintegration and development assistance in international cooperation on safe and sustainable returns. The brief forms part of a collaboration between MPI and GIZ supported by the German Federal Ministry for Economic Cooperation and Development.

Can tiny tweaks in how public policy is designed and how services work really “nudge” us to become better citizens? An increasing number of governments think so. Policymakers have used behavioral insights—an interdisciplinary, research-based approach to policy design grounded in understanding how people make choices in practice—to great effect to inspire people to become organ donors, encourage them to pay their taxes on time, and more. 
But while behavioral insights have been adopted in everything from education to health policy, their application in the field of immigrant integration has so far been limited. Could this method be used to promote social mixing and reduce inequality between those with and without a migrant background? Emerging experimental and real-world evidence suggests a range of ways a behavioral lens could to help policymakers reach their integration goals, from fostering open-mindedness among young people and reducing classroom segregation to encouraging immigrants to become citizens. 
On this webinar, speakers—Meghan Benton, MPI Assistant Director for Research in the International Programme; Antonio Silva, Behavioural Insights Team Senior Advisor; Laura Gonzalez-Murphy, New York State Department of State Director of Immigration Policy and Research; and Will Somerville, Unbound Philanthropy UK Programme Director and MPI UK Senior Fellow—explored what untapped potential behavioral insights may hold for integration policy, and how policymakers can start fitting this approach into their work. The webinar marked the release of an MPI Europe-Behavioural Insights Team report, Applying Behavioural Insights to Support Immigrant Integration and Social Cohesion, produced under the framework of MPI Europe's Integration Futures Working Group.

On the sidelines of the UN General Assembly on September 26, the UN Special Representative for International Migration will launch the final phase of preparations for the historic adoption of a Global Compact for Safe, Orderly, and Regular Migration in Marrakesh, Morocco in December 2018. As the global compact moves from the realm of ideas and into reality, the focus of states and UN bodies is shifting from design to implementation.
This podcast considers two central objectives of the compact: enhancing the availability and flexibility of pathways for regular migration, and investing in skills development. Experts from the Migration Policy Institute (MPI) and the Germany Development Cooperation Agency (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH, or GIZ) discuss concrete ideas for implementing these objectives. Panelists examine how migration pathways can be expanded, including through bilateral and regional agreements, to meet the needs of labor markets in destination countries while safeguarding migrants against abuse. The podcast also draws on lessons from previous migration partnerships to assess the potential of “skills partnerships,” a concept proposed by the compact that aim to facilitate the training and development of skilled workers who can fill labor market gaps in both countries of origin and destination.
The discussion draws on research conducted for the project, Towards a Global Compact for Migration: Rethinking the Links between Migration and Development, by MPI and GIZ, and supported by the German Federal Ministry for Economic Cooperation and Development.

Resettling large numbers of refugees is no easy task. Governments that are trying to boost their help to refugees will often call upon colleagues from countries with more experience—whether through email exchanges or conversations at the side of meetings, or formal conferences and study visits. This system of peer support is emerging as a vital tool for successful resettlement programs. 
Yet, peer-support projects are often put in place without a thorough assessment of how they will strategically meet the desired goals. In addition, inexperienced governments sometimes have no proper criteria to choose who takes part in the initiatives, and they fail to design appropriate follow-up activities that would maximize impact. While more experienced resettlement states are willing to share their expertise, they are faced with the challenge of reaching their own targets amid tightening budgets. 
This webinar examines the major challenges facing refugee resettlement peer-support projects in Europe. It explores how state and nonstate actors have sought to overcome these obstacles to ensure that peer support delivers the right tools and expertise, to the right actors, at the right time. 
This MPI Europe webinar focuses on the findings from its report, Scaling up Refugee Resettlement in Europe: The Role of Institutional Peer Support, produced in the framework of the European Union Action on Facilitating Resettlement and Refugee Admission through New Knowledge (EU-FRANK) project. The report examines key lessons for Member States before they design or participate in peer-support activities.

As asylum seekers and refugees have arrived in significant numbers in Europe and North America in recent years, many countries have struggled to address the newcomers’ basic reception needs and provide effective integration services. Young children comprise a substantial share of these arrivals, and many have experienced significant trauma and stress that pose serious risks to their cognitive, psychosocial, and physical development. Early childhood education and care (ECEC) programs present an important opportunity to mitigate many risks these children may face, improving their education trajectories and supporting longer-term success. They can also play a critical role in the integration of refugee parents and families more broadly. In many countries, however, services for young refugee children are highly limited and lack the capacity to meet their learning and development needs.
This webinar marks the release of an Migration Policy Institute report examining the challenges and successes major host countries in Europe and North America are experiencing in providing high-quality ECEC services. The report draws on fieldwork conducted in nine countries: Belgium, Canada, Germany, Greece, Italy, the Netherlands, Sweden, Turkey, and the United States. It is an initiative of the Transatlantic Forum on Inclusive Early Years, a consortium of European and U.S. foundations convened by the Brussels-based King Baudouin Foundation.
During the webinar, authors, Maki Park and Margie McHugh discuss the report’s findings, highlighting promising policies and practices identified in field research, as well as key areas in which ECEC services for this population need to be strengthened. They are joined by Anna Österlund, from the Swedish National Agency for Education, who highlights innovative national and local policies in Sweden that support young refugee children in their early learning experiences.

All immigrant-receiving countries grapple with the rights and requirements surrounding family reunification and how to balance them with other immigration priorities. 
Deciding which family members should be eligible to join their relatives in the United States, and under what conditions, has become a hot button political issue. The Trump administration has proposed restricting family-based immigration severely, prompting a wave of responses arguing that family-based immigration should remain at the heart of the U.S. immigration system. On this webinar, MPI analysts Julia Gelatt, Kate Hooper, and Demetrios G. Papademetriou, compare U.S. policy on family migration to that of other significant immigrant-receiving countries: Australia, Canada, France, Germany, Italy, the Netherlands, Sweden, and the United Kingdom. Specifically, do these countries define "family" for the purpose of immigrant admissions and how does the proportion of family admissions compare to the other admission streams, especially to the admissions of the economic/labor market stream? This conversation, moderated by MPI Senior Fellow and Director of MPI's U.S. Immigration Policy Program Doris Meissner, highlights findings from MPI's issue brief examining family migration trends in nine countries and marks the launch of a data tool that models potential U.S. legal immigration cuts, by category and top countries.

With immigration increasingly visible in the news and the political space in the United States and internationally, getting access to accurate, high-quality data is essential for publics and policymakers to understand immigration’s demographic effects and impacts on the economy, education and labor systems, and the communities in which immigrants and their families live and work.
This event marks the release of an updated version of the popular Immigration Data Matters guide, which directs users to more than 220 international and U.S. data sources, and explains how to navigate sometimes complex datasets issued by government statistical agencies, international organizations, and reputable research organizations. This handy online guide includes data sources covering everything from the size of foreign-born population stocks and flows to citizenship applications, children in immigrant families, refugee admissions, migrant deaths, international student enrollment, global remittance flows, enforcement activities, and much more. 
At a time of proliferating data sources on immigration and immigrants, the presenters (Jeanne Batalova, MPI Senior Policy Analyst and Data Hub Manager, MPI; Mark Mather, Population Reference Bureau Associate Vice President for U.S. Programs; Elizabeth M. Grieco, Pew Research Center Senior Writer/Editor and former U.S. Census Bureau Foreign-Born Population Branch Chief; and Marc Rosenblum, Deputy Assistant Secretary and Director of the Office of Immigration Statistics at the U.S. Department of Homeland Security) discuss where some of the most user-friendly data can be accessed, including MPI’s own Migration Data Hub. The arrival of hundreds of thousands of children during the migration crisis exacerbated existing structural limitations in how school systems support children with migrant backgrounds, including insufficient teacher capacity and training, and underdeveloped systems for identifying and diagnosing needs. Faced with rising levels of language learners in their classrooms, some schools have turned to innovations in technology and pedagogy—such as personalized learning and differentiated instruction, translation software, ‘flipped’ classrooms, and massive open online courses (MOOCs)—to support teachers and help diverse learners keep up.
Do these innovations represent new solutions, partial supports, or a distraction from the broader challenges of supporting diverse learners? How can educators and integration policymakers use these tools to improve the outcomes for the most disadvantaged students, without widening existing inequalities? And what are the broader structural reforms needed to rethink the way that schools are designed, operated, and staffed to update education systems for diverse populations?
This Migration Policy Institute Europe webinar considers what the future of education might hold for diverse learners. Is 2018 the year that the European Union takes leadership on migration on the international stage, or where it focuses inwards on healing internal divisions and delivering on overdue migration and asylum system reforms? With two high-profile compacts on migration and refugees being negotiated by the United Nations, Europe can potentially seize the momentum to shape a new international migration framework—and fill the vacuum left by the United States’ withdrawal. But with a series of critical elections across the continent, and key states struggling to form coalition governments, Europe’s ability to set the agenda may be limited. Europe may need to first get its own house in order, passing reforms to the Dublin Regulations, hammering down citizens’ rights post-Brexit, and designing strategic legal pathways, to name a few. This webinar looks ahead at the major external and internal events affecting migration on the continent over the next year.

Across the globe, the mobility of people has become a complex, multilayered phenomenon that no government can manage effectively in isolation. This is no more starkly evident than in Europe. But even as nativism and various forms of nationalism have become seemingly permanent features of European electoral politics, EU Member States are attempting to intensify cooperation on migration matters within Europe, as well as with key countries in Africa and beyond. Europe is not alone in the search for practical answers to migration and its many consequences. Every region of the world is undergoing rapid change and seeking to create governance structures capable of responding effectively to the challenges and opportunities presented by migration. While contexts and priorities differ vastly, the need for some common understanding amongst states as to how migration should be managed in the future is now a top item on the political agenda.
 
This MPI Europe discussion brings together two of the most experienced thinkers on migration policy— António Vitorino and Demetrios G. Papademetriou—to discuss these matters and explore what will be needed over the next years to ensure that the properly managed movement of people remains an integral, positive force in the world.
 
Vitorino, former Deputy Prime Minister of Portugal and former European Commissioner for Justice and Home Affairs, was a key architect of European collaboration on migration. He is now the Portuguese candidate to become Director-General of the International Organization for Migration (IOM). Papademetriou is the founder of MPI Europe and served as its President until the end of 2017. He has also served as Chair of the World Economic Forum’s global migration task force and the migration group for the Organisation for Economic Cooperation and Development, and has written extensively and advised senior policymakers in dozens of countries. This timely discussion is introduced by MPI Europe Director Elizabeth Collett.

Following the arrival of large numbers of migrants and asylum seekers in Europe from 2015 onwards, many non-traditional actors—from tech start-ups to social enterprises—have pioneered innovative solutions to foster the social and economic inclusion of newcomers. In the context of this experimentation, business has played a fundamental role, with companies on both sides of the Atlantic leveraging their potential as employers, donors, and partners in innovative alliances. This two-day conference reflected on how innovative initiatives for refugee inclusion can grow beyond pockets of good practice and inspire large-scale, long-term change. The event brought together a diverse group of public officials, business leaders, service designers, social entrepreneurs, civil society organisations, and refugee initiatives from Europe, the United States, and Canada.

Representatives of national governments, UN agencies, and key civil-society organizations convened in Puerto Vallarta, Mexico at the beginning of December 2017 to take stock of the progress that has been made towards conceptualizing the Global Compact for Safe, Orderly, and Regular Migration (GCM). Formal negotiations are scheduled to begin in 2018 to fulfill the commitment made at the United Nations General Assembly in September 2016 by Member States to negotiate a Global Compact for Migration by the end of 2018—a task that was complicated with the decision by the Trump administration to withdraw from the further consultations.
To reflect on the latest developments and the outcomes of the stocktaking meeting, MPI hosted discussion with Eva Åkerman Börje, Senior Policy Advisor in the office of the UN Special Representative for International Migration, and Ilse Hahn, Head of Division on Policy Issues of Displacement and Migration, from the German Federal Ministry for Economic Cooperation and Development (BMZ). This webinar is part of a project, "Towards a Global Compact for Migration: Rethinking the Links between Migration and Development", by MPI and the German Development Cooperation Agency (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH, or GIZ), supported by the German Federal Ministry for Economic Cooperation and Development. In 2018, the project will issue a series of policy briefs aimed at enriching the conversation around migration and development in the context of the Global Compact negotiations.

Brexit negotiators have made the rights of EU nationals in the United Kingdom and UK nationals in the European Union a priority in the ongoing talks in 2017, but progress has been painfully slow. A number of sticking points still need to be resolved, including the looming question of whether the European Court of Justice will continue to adjudicate the rights of EU nationals in the United Kingdom. And there is still a risk that negotiations on other topics—such as the bill the United Kingdom will owe when it leaves the European Union—will derail the overall deal. 
 
As the European Council gears up to move onto the next phase of negotiations (which will look at the future relationship between the European Union and United Kingdom), this Migration Policy Institute Europe webinar marks the release of an MPI Europe report that offers a demographic profile of the approximately 1 million UK citizens living in the European Union and examines the ways in which many are likely to see their futures significantly reshaped after Brexit. The discussion -- with European Commission Task Force for the Preparation and Conduct of the Negotiations with the United Kingdom under Article 50 Legal and Policy Officer Marie Simonsen, European Citizen Action Service Director Assya Kavrakova, Financial Times Brussels Bureau Chief Alex Barker, and MPI report author Meghan Benton -- takes stock of citizens' rights, reflects on what may happen next, and considers the prospects for Britons abroad both in a situation of ‘no deal’ and if there is an ultimate agreement. Which groups are likely to be vulnerable to losing legal status or access to benefits and services following Brexit? What are the other main challenges and concerns that the UK population is facing, such as access to health care or the labour market? What are the prospects for a deal, and what are the main points of disagreement?
